Hypocritical bills one year apart by union leader and former politician

This person sponsored AB-1584 and coauthored of SB-276, two bills that contradict each other. This approaches to bills is far too common. Be aware of bait and swtich tactics like these:

AB-1584: Unanimously approved that no pupil's information may be held in a database. The purpose was to protect the futures of Latino gang members.
SB-267: Requires that all non-vaccinated children's data be held in a database.
